This position uses analytics via integrated data sources across all Medicaid long-term care (LTC) and health care service delivery models. This includes understanding and analysis of integrated Medicaid health and long-term care data to improve the overall cost effectiveness and quality of Wisconsin's Medicaid programs by leveraging this position's skillset. This position assists in ensuring compliance with federally approved performance measures; including the quality, accuracy and timeliness of the data used to monitor the performance measurements, analyzes the trending results for program oversight, data collection and submission for required federal reports, accessing of large MA systems, and other quality improvements. Knowledge and comfort working in and communicating about large data sets is important for the person to be successful.
The Bureau is responsible for administration of six programs aimed at children with disabilities including the Children's Long Term Support Waiver; the Birth to 3 Program; the Children's Community Option Program; the Katie Beckett Medicaid eligibility program, Care4Kids, and Children with Medical Complexity. These primarily Medicaid programs serve children with developmental delays, long-term disabilities and/or complex behavioral health and/or medical needs. This position analyses policy, data and procedures for the purpose of ensuring that the provision of services is accessible, matches to the needs of children and their families, and leads to successful outcomes, in order to support children to remain in their home or community.
Responsibilities:
- Perform analysis, development, preparation, implementation, and evaluation of standard and ad hoc reports and dashboards related to long term care and Medicaid programs. Assist with division wide crosscutting analytics projects in conjunction with other bureaus or divisions as applicable.
- Extract, manipulate and analyze large databases that contain demographic, functional health status, and morbidity data, including ability to extract and summarize relevant data, and evaluate the data for reasonableness
- Participate in or lead department-wide or bureau-wide workgroups, projects and specialized policy-issue studies on areas related to programs for children with disabilities, including issues related to service need, financing, administrative structures, organization and delivery of services and assurance of service quality at federal, state and local levels.
- Respond to managers? requests for information on long-term care and develop materials useful for high-level discussion and decision-making. Write documents that synthesize and explain the issues and proposals of the department for statewide dissemination to local governments, professionals, participants, families, advocates, providers, and elected officials
- Present options for policy makers, including bureau director and division administrators for planning, decision-making and policy regarding programs for children with disabilities.
- Research nationwide sources regarding programs for children with disabilities.
- Analytic skills in interpreting and implementing program requirements and guidelines
- Analyze federal requirements related to the development of children?s long-term care policies and procedures.
- Coordinate and review policy analysis conducted by other analysts to ensure accuracy, consistency with specifications and adherences to state and federal law and establish principles and practices related to policy analysis.
